With reference to your letter of the 15th inst., forwarding a copy of a telegram from Sir Arthur Kennedy, from which it appears that the Colonial Government decline to receive communications from the Commissariat Department except through the Major General in command of the troops, and to the reply from this department dated the 19th inst., I am directed by the Lords Commissioners of H. M. Treasury to transmit, for the information of the Earl of Carnarvon, the accompanying Extract from a letter dated the 30th June last, which has been received from the Assistant Commissary General at Hong Kong.
